A bid to overturn the refusal of a housing development on Rannoch Road in Johnstone has failed.
Renfrewshire Council’s Local Review Body unanimously upheld the decision at its meeting on Tuesday, 29th September 2026.
Eric Morrison had asked the review body to reconsider the refusal of planning permission in principle for residential development on land on the north-western boundary of a scrapyard.
Plans submitted with the application showed an indicative layout of eight two-storey houses.
The council refused the application because the land is in the green belt and the applicant had not demonstrated a specific need for homes at that location.
It also found that the proposal did not fit the development plan’s approach to where housing should be built. The site is outside an existing settlement boundary.
The Scottish Environment Protection Agency (SEPA) objected because of the site’s proximity to an unauthorised landfill. The council said the applicant had failed to demonstrate that the housing site was safe and suitable for development.
The planning report identifies the neighbouring land as Four Acres Yard, which is under investigation by SEPA for illegal tipping.
It states that the proposed housing site does not form part of that yard, has not previously been developed and remains green-belt land.
Review body members agreed they had enough information to reach a decision without a site visit, further written submissions or a hearing.
They upheld the original refusal on the same grounds.
