A primary school teacher who worked in Johnstone has been struck off after admitting to a secret sexual relationship with a teenage girl which lasted almost two years.

Joanne Munro, who taught at St David’s Primary in Johnstone and was also a Girlguiding leader, was removed from the General Teaching Council for Scotland (GTCS) register after accepting a consent order.

The misconduct began when the girl was 16 and continued into her late teens, while Munro was still employed as a teacher. GTCS papers state Munro formed an “intimate” and later “romantic and sexual” relationship with the teenager, who was considered vulnerable.

The regulator found she repeatedly abused her position of trust, including by taking part in trips and overnight stays with the girl, sharing a bed with her and allowing her to drink alcohol. She also pressured the teenager not to reveal the relationship and continued contact over several years.

Munro further breached professional standards by sharing confidential information about pupils with the girl during the same period.

The GTCS ruled that her fitness to teach was “impaired” and that she was unfit to remain in the profession. Munro agreed to be removed from the teaching register and is banned from applying for reinstatement for at least two years.

Her removal came into effect on 4th August 2025.
