More than nine in ten Renfrewshire Council tenants say they are satisfied with the council as their landlord, according to its latest tenant survey.

The Tenant Satisfaction Survey 2026 found overall satisfaction had increased to 91%, compared with 72% in 2024 and 82% in 2022.

The figure is also above the Scottish local authority average of 80%.

The survey was carried out by independent market research company Research Resource between 26th May and 19th June 2026.

A total of 1,200 tenants were interviewed face-to-face from an overall population of 10,225 council tenants. The results have an accuracy of plus or minus 2.66% at the 95% confidence level.

The survey method changed this year. The 2022 and 2024 surveys were carried out by telephone, while the 2026 survey used face-to-face interviews.

Satisfaction increased across the main areas measured by the survey.

A total of 88% of tenants were satisfied with the quality of their home, compared with 72% in 2024.

Repairs satisfaction increased from 73% to 86%, while satisfaction with the council’s management of neighbourhoods increased from 75% to 91%.

A further 93% said the council was good at keeping them informed, compared with 75% two years ago, while 94% were satisfied with opportunities to take part in decision-making.

The council’s covering report records that 95% of tenants thought their rent represented good value for money, up from 70% in 2024.

The detailed Research Resource report separately records the figure as 93%, meaning there is a difference between the two documents presented as part of the survey results.
The survey also found 94% of tenants were happy with the type of home they lived in, while 96% believed they had about the right number of rooms.

There were also differences between areas.

Overall satisfaction was highest among tenants covered by the Ferguslie Park housing office, where 100% of those surveyed were satisfied.

Gallowhill recorded the lowest level at 85%. Johnstone and the Villages recorded 89%, while Johnstone Castle was at 90%, Renfrew 87%, Foxbar 88%, Glenburn 90% and Paisley 96%.

Among tenants who were not satisfied with the overall service, the most common concerns were communal services such as close cleaning and grass cutting, outstanding repairs, dissatisfaction with the repairs service and homes requiring upgrades.

Problems with damp and mould were also raised by some dissatisfied tenants.

When tenants were asked about problems in their neighbourhood, 44% said there were none.

Communal services were identified as an issue by 8%, anti-social behaviour by 6%, drug or alcohol problems by 4%, parking by 3% and litter or rubbish by 2%.

The survey also asked whether higher rents should be charged for new-build homes, improved homes or properties which are more energy efficient.

Around 41% were against the idea and 34% were unsure. Around 13% supported higher rents for new-build homes only, while around 10% supported higher rents across new-build, improved and energy-efficient properties.

The results were presented to Renfrewshire Council’s Communities and Housing Policy Board on Tuesday 18th August. The council said it would continue to focus on repairs, communal areas, tenant participation and investment in its housing stock.
